Confused about the FMCSA’s English requirement for CDL drivers? You’re not alone—and Simplex is here to simplify it. 

If you’re a carrier or driver operating in the U.S., understanding and complying with the FMCSA English language rule (§391.11(b)(2)) is essential to avoid violations and stay safe on the road. 

FMCSA regulation §391.11(b)(2) states that every commercial driver must be able to: 

  • Speak and understand English to communicate with the public 
  • Read and comprehend traffic signs and signals 
  • Respond to official inquiries 
  • Fill out inspection forms, reports, and logs 

VERY IMPORTANT: You don’t need perfect grammar or fluency—just clear, functional communication. If a driver fails to demonstrate proficiency in any of these areas during a roadside inspection, they may be deemed not qualified to operate a commercial vehicle and can be placed Out of Service immediately. 

🚫 Myth: You must speak fluent English 
✅ Truth: Basic, effective communication is enough 

🚫 Myth: There’s a formal English test 
✅ Truth: There’s no official exam—compliance is observed during inspections and audits 

🚫 Myth: An accent can disqualify you 
✅ Truth: Accents are allowed, as long as you can communicate clearly 

Both the driver and the carrier.

Carriers are legally responsible for ensuring their drivers meet the FMCSA English language requirement. If a driver struggles during an inspection, the carrier can be cited for noncompliance. 

Make sure your hiring process includes English communication screening and training support. 

For Carriers: 

  • Conduct interviews in English 
  • Include language screening in onboarding 
  • Use mock inspections to test communication 

For Drivers: 

  • Join ESL programs for truck drivers 
  • Practice industry terms like logsviolationsDOT terminology 
  • Role-play roadside inspections 
  • Watch training videos in English
