Choose the Right Compliance Program for Your Fleet

From Self-Service to Full Management — Three Compliance Solutions, One Trusted Partner

Our compliance programs for trucking companies keep the records FMCSA checks in order: driver files, drug and alcohol testing, hours of service, vehicle maintenance, accidents, and CSA scores.

You choose the level of support: self-service through Simplex Hub, an on-demand team with the Essentials Program, or a dedicated account manager with the Managed Program.

What do compliance programs for trucking companies cover?

They cover the records an FMCSA auditor samples. A new entrant safety audit reviews five areas: driver qualification, driver duty status, vehicle maintenance, the accident register, and drug and alcohol use and testing (49 CFR 385.311). Roadside inspections and crashes add a sixth thing to watch: your CSA scores.

These rules apply to every interstate carrier with a USDOT number, and FMCSA lists 38 states plus Puerto Rico that also require intrastate commercial vehicle registrants to get one. Our DOT compliance services page explains each federal requirement in detail, and our state pages cover the local rules in Texas, California, Florida, Georgia, and North Carolina.

How do the three compliance programs compare?

Each program builds on the one before it. The difference is how much of the work you do yourself and how much our team does for you.

Which FMCSA requirements do the programs help you meet?

Every program feature maps to a rule you are already responsible for. Here is where each one fits, with the page that explains the requirement.

Driver qualification

You must investigate each new driver’s safety performance history with DOT-regulated employers from the previous three years and place the results in the investigation file within 30 days of hire (49 CFR 391.23). After that, you pull and review each driver’s motor vehicle record at least once every 12 months, and keep the qualification file for the length of employment plus three years (49 CFR 391.25 and 391.51).

Essentials handles past employment, CDL, and medical exam verification for you. Our truck driver qualification files page lists what each file must hold, and our commercial driver qualification criteria page covers who can be hired.

Drug and alcohol testing

The Managed Program covers the random participation program, policies, and SAP referral and follow-up testing. See our substance abuse testing program page for each test type, and drug screen compliance for our consortium for owner-operators.

Hours of service

Most drivers must record duty status on an electronic logging device, and the carrier keeps those records and supporting documents for at least 6 months (49 CFR 395.8). The Managed Program includes hours-of-service and e-log management, and Simplex also offers ELDs for trucking companies.

Vehicles and accidents

CSA scores and DataQs

FMCSA’s Safety Measurement System uses the last two years of roadside inspection and crash data, plus investigation results, is updated once a month, and ranks carriers by percentile in seven BASICs to decide who gets an intervention. If FMCSA data about your company, such as an inspection or crash record, is incomplete or incorrect, you can request a review through FMCSA’s DataQs system.

Simplex Hub monitors and projects your scores, and Essentials files DataQs requests for you. Our CSA program page explains each BASIC.

How do the programs prepare you for an FMCSA audit?

By testing your records before FMCSA does. The Essentials and Managed programs include a DOT mock audit with a risk management plan, so gaps in driver files, testing, logs, or maintenance records surface while you still have time to fix them.

If you are a new carrier, our new entrant safety audit support page explains how we prepare you and stay with you during the audit, and the new entrant safety audit checklist lists what to have ready.

Roadside inspections feed your CSA scores between audits. Our guides to the six DOT inspection levels and the types of CVSA inspections explain what an inspector checks.

Which program should you start with?

It depends on who does the work in your office. If you have someone who will act on alerts and keep files current, Simplex Hub gives them the tools. If you want our team to manage files, verifications, and DataQs on demand, start with Essentials. If you want one account manager running monthly safety reviews, hours of service, and your testing program, choose Managed.

An honest caveat: a compliance program keeps your records and reminders in order, but FMCSA still holds the motor carrier responsible for compliance. You still need to act on the alerts, reviews, and action plans your program sends.

Use the form below with your USDOT number (or tell us you don’t have one yet), how many trucks you run, and how long you have been in business. Our team will recommend the program that fits and walk you through the next step.

Frequently asked questions

How do I log in to SimplexHub?

Go to our Client Portals page. It links to the SimplexHub login, the Simplex ELD portal, the substance testing portal, and the insurance client portals.

Where are Simplex Group’s offices?

We have four offices: Miami, Florida; Rancho Cucamonga, California; Houston, Texas; and Dallas (Richardson), Texas. Addresses and directions are on our Contact Us page.

Does Simplex also offer trucking insurance?

Yes. Simplex Group offers commercial trucking insurance alongside compliance services. See our trucking insurance coverage page for the policies we offer.

Do owner-operators need a drug and alcohol testing consortium?

In practice, yes. An owner-operator who is the company’s only driver must still be in a random testing pool of two or more covered employees (49 CFR 382.103), which a consortium provides. Simplex offers a consortium program for owner-operators.
